กรุงเทพฯ เหมือน “เม็กซิโกซิตี” ที่ราบคาบจากแผ่นดินไหว 27 ปีก่อน

นักวิชาการ ระบุ กรุงเทพฯ มีความเสี่ยงเหมือน “เม็กซิโกซิตี” ที่ราบคาบจากแผ่นดินไหว เมื่อ 27 ปีก่อน ทั้งๆ ที่จุดศูนย์กลางอยู่ไกลกว่า 350 กิโลเมตร เหตุเพราะอยู่บนพื้นที่ดินอ่อนเช่นเดียวกัน และไม่ได้ออกแบบอาคารรองรับแผ่นดินไหว แจงมี 3 รอยเลื่อนที่กำหนดความเสี่ยงเมืองกรุง คือ รอยเลื่อนในเมืองกาญจน์ พม่า และแนวมุดตัวทางฝั่งอันดามัน ชี้ ควรสร้างอาคารที่รองรับการสั่นสะเทือนจากแผ่นดินไหว

รศ.ดร.อมร พิมานมาศ จากสถาบันเทคโนโลยีนานาชาติสิรินธร มหาวิทยาลัยธรรมศาสตร์ และประธานคณะอนุกรรมการสาขาวิศวกรรมโครงสร้างและสะพาน สมาคมวิศวกรรมสถานแห่งประเทศไทย ในพระบรมราชูปถัมภ์ กล่าวว่า ตั้งแต่ปี 2554 มีความตื่นตัวในเรื่องแผ่นดินไหวกันมากขึ้น ซึ่งจากเหตุแผ่นดินไหวรุนแรงทั้งในนิวซีแลนด์ ญี่ปุ่น จนถึงแผ่นดินไหวล่าสุดที่ จ.ภูเก็ต เมื่อวันที่ 16 เม.ย.55 นั้น อาคารสูงหลายแห่งในกรุงเทพฯ มีการสั่นไหวอย่างรุนแรง

เหตุที่อาคารสูงในกรุงเทพฯ สั่นไหวอย่างรุนแรง เนื่องจากตั้งอยู่บนพื้นที่ดินอ่อน หรือดินเลน เมื่อถูกกระตุ้น จึงขยายการสั่นสะเทือนอย่างรุนแรงได้ถึง 3 เท่า แม้เหตุแผ่นดินไหวเมื่อ 26 ธ.ค.47 ที่เกาะสุมาตรา มีจุดศูนย์กลางอยู่ไกล 1,200 กิโลเมตร หรือแผ่นดินไหวในจีนที่อยู่ไกลออกไปถึง 2,600 กิโลเมตร ก็พบว่า มีการเขย่าของตึกสูงในกรุงเทพฯ แต่ รศ.ดร.อมร กล่าวว่า แม้อาคารสูงจะสั่นอย่างรุนแรง แต่ไม่ได้หมายความว่า จะต้องถล่มเสมอไป ส่วนหนึ่งเพราะอาคารสูงมักได้รับการออกแบบให้รองรับแรงลมระดับหนึ่งอยู่แล้ว

อย่างไรก็ดี ตึกสูงในกรุงเทพฯ ยังคงมีความเสี่ยงจากเหตุแผ่นดินไหวอยู่ดี โดย รศ.ดร.เป็นหนึ่ง วานิชชัย จากคณะวิศวกรรมศาสตร์และเทคโนโลยี สถาบันเทคโนโลยีแห่งเอเชีย (เอไอที) กล่าวว่า คลื่นสั่นสะเทือนจากพื้นดินมีความรุนแรงมากกว่าแรงลมอยู่มาก และแม้กรุงเทพฯ ไม่ได้ตั้งอยู่ในแหล่งกำเนิดแผ่นดินไหว แต่สภาพดินก็ขยายความรุนแรงได้ถึง 3 เท่า โดยเฉพาะความถี่ต่ำๆ จากแผ่นดินไหวจะถูกขยายความรุนแรงโดยอาคารสูงที่มีการโยกอย่างช้าๆ หรือมีความถี่ธรรมชาติที่ตรงกับคลื่นแผ่นดินไหว จึงเกิดการสั่นพ้อง หรือการกำทอนขึ้น

ทางด้าน รศ.ดร.อมร ได้เปรียบเทียบว่า กรุงเทพฯ มีความเสี่ยงจากแผ่นดินไหวเหมือนกรุงเม็กซิโกซิตี ของเม็กซิโก เนื่องจากมี 3 ปัจจัยคล้ายกัน คือ 1.ไม่มีรอยเลื่อนอยู่ใต้เมือง 2.ตั้งอยู่บนชั้นดินอ่อน และ 3.อาคารไม่ได้ออกแบบมาเพื่อรองรับแผ่นดินไหว ซึ่งเมื่อปี 2528 เกิดแผ่นดินไหว 8.5 ริกเตอร์ ห่างจากกรุงเม็กซิโกซิตี ออกไป 350 กิโลเมตร ส่งผลให้อาคารต่างๆ ถล่มลงมา มีผู้เสียชีวิตไปกว่า 10,000 คน

สำหรับเมืองไทยนั้น รศ.ดร.เป็นหนึ่ง กล่าวว่า มี 3 ปัจจัยที่กำหนดความเสี่ยงให้กรุงเทพฯ คือ รอยเลื่อนใน จ.กาญจนบุรี ที่อยู่ห่างออกไปประมาณ 200 กิโลเมตร มีโอกาสเกิดแผ่นดินไหวขนาด 7-7.5 ริกเตอร์ รอยเลื่อนสะแกง หรือรอยเลื่อนสกายตามภาษาถิ่นในพม่าที่อยู่ห่างออกไป 400 กิโลเมตร มีโอกาสเกิดแผ่นดินไหวขนาด 8 ริกเตอร์ และแนวมุดตัวบริเวณเกาะนิโคบาร์ทางฝั่งอันดามัน (แนวเดียวกับที่เกิดแผ่นดินไหวเมื่อปี 2547) ที่อยู่ห่างออกไปประมาณ 600 กิโลเมตร มีโอกาสเกิดแผ่นดินไหวถึง 8.5 ริกเตอร์

ทั้งนี้ รศ.ดร.อมร กล่าวว่า สำหรับกรุงเทพฯ นั้น ต้องใช้เม็กซิโกซิตีเป็นแบบจำลอง เพราะมีปัจจัยความเสี่ยงเหมือนกัน และแผ่นดินไหวเป็นเหตุการณ์ที่เตือนไม่ได้ ดังนั้น เราจำเป็นต้องอยู่บนอาคารที่ปลอดภัย ซึ่งทางวิศวกรรมสถานฯ ได้ศึกษาข้อมูลจนนำไปสู่การออก “กฎกระทรวง” ของกรมโยธาธิการและผังเมือง กระทรวงมหาดไทย ในปี 2550 สำหรับบังคับใช้ในการออกแบบอาคารต้านแผ่นดินไหวสำหรับพื้นที่เสี่ยง

กฎกระทรวงดังกล่าวครอบคลุมพื้นที่ 3 บริเวณ คือ บริเวณที่ 1 ได้แก่ กรุงเทพฯ นนทบุรี ปทุมธานี สมุทรปราการ และ สมุทรสาคร บริเวณที่ 2 ได้แก่ กาญจนบุรี เชียงราย เชียงใหม่ ตาก น่าน พะเยา แพร่ แม่ฮ่องสอน ลำปาง และ ลำพูน และบริเวณเฝ้าระวัง ได้แก่ กระบี่ ชุมพร พังงา ภูเก็ต ระนอง สงขลา และ สุราษฎร์ธานี หากแต่ยังมีอีกหลายพื้นที่ที่มีความเสี่ยงและต้องปรับแก้กันต่อไป

สำหรับอาคารที่ก่อสร้างโดยไม่ได้ออกแบบให้รองรับแผ่นดินไหวนั้น รศ.ดร.อมร แนะนำให้เสริมความแข็งแรงด้วยแผ่นคาร์บอนไฟเบอร์ โดยใช้พันรอบเสาในในตำแหน่งที่จะเสียหายได้ง่าย เช่น โคนเสา เป็นต้น แต่วิธีนี้มีราคาประมาณ 200,000 บาท จึงมีอีกวิธีสำหรับอาคารที่ไม่สูงเกิน 6 ชั้น หรืออาคารตึกแถว ให้ใช้เหล็กปลอกพันรอบโคนเสาแล้วพันทับด้วยลวดกรงไก่จากนั้นฉาบปูนทับ ซึ่งจะได้เสาที่มีความแข็งแรงขึ้นในต้นทุนเสาละประมาณ 1,000 บาท

(CNN) -- Environmental authorities are investigating the deaths of more than 800 dolphins that have washed up on the northern coast of Peru this year.
The dolphins may have died from an outbreak of Morbillivirus or Brucella bacteria, said Peruvian Deputy Environment Minister Gabriel Quijandria, according to Peru's state-run Andina news agency. Speaking to CNN, he said he expects test results to be ready within the week.
"Right now, the most probable hypothesis is that it's a virus outbreak," he said.
Quijandria said Thursday that 877 dolphins have washed up in a 220-kilometer (137-mile) area from Punta Aguja to Lambayeque, in the north of the country.
More than 80% of those dolphins were found in an advanced state of decomposition, making it difficult to study their deaths, according to Andina.
Earlier last week, the Peruvian government put together a panel from different ministries to analyze a report by the Peruvian Sea Institute (IMARPE). Officials have been able to conclude that the dolphins' deaths were not due to lack of food, interaction with fisheries, poisoning with pesticides, biotoxin poisoning or contamination by heavy metals.
"When you have something this large, my gut would tell me that there's something traumatic that happened," Sue Rocca, a marine biologist with the Whale and Dolphin Conservation Society, told CNN. She floated a number of number of possibilities as to what could have killed the animals, including acoustic trauma, but concluded that investigators just don't know yet.
"More investigation needs to be done," she said.
The dolphin deaths in Peru are mark the third set of high-profile strandings in about two months.
In February, 179 dolphins --108 of which were dead -- washed ashore in Cape Cod, in eastern United States, according to the International Fund for Animal Welfare. Marine biologists are still trying to determine the cause of those deaths.
In early March, amateur video taken from a beach in Rio de Janeiro, Brazil, showed more than 30 dolphins on shore. In that instance, all dolphins were safely returned to the sea.

Iran starts cloning of American spy drone

Iran has completed reverse-engineering of the captured US spy drone and has started building its own copy, Iranian media reports.

The Revolutionary Guard is yet to decode parts of the software the Sentinel aircraft uses, General Amir Ali Hajizadeh, who heads the force’s aerospace division, said on Sunday.

"The Americans should be aware to what extent we have infiltrated the plane," Iranian Fars news agency quoted the general as saying. "Our experts have a full understanding of its components and programs."

The Pentagon stated that the drone’s security will prevent Iranian engineers from cracking its technology.

Tehran has already copied the Sentinel – as a toy, and sent one to the US as a mocking response to America’s request to hand over the aircraft.

Iran announced capturing RQ-170 Sentinel surveillance UAV in December 2011. The US believed that the aircraft crashed in Iran’s desolate mountainous area, but apparently Iranian military managed to hack into the drone’s control system and bring it down.

Earlier this week Tehran said a number of nations approached Iran over possible sharing of military technology it may have developed through studying its drone prize. China and Russia reportedly showed the most interest.

สถานีอุตุนิยมวิทยาลำปาง ได้สรุปการตรวจวัดสภาพอากาศที่ว่า ที่ จ.ลำปาง (วันนี้ 23 เมษายน 55) ว่า ยังคงเกิดความร้อนอบอ้าว และร้อนจัด ซึ่งอุณหภูมิสูงสุดใน จ.ลำปางอยู่ ที่ อ.เถิน ซึ่งเป็นอำเภอทางทิศใต้ของ จ.ลำปาง วัดได้ 39.4 องศาเซลเซียส อ.เมืองลำปาง 38.1 องศาเซลเซียส และ อ.ห้างฉัตร วัดได้ 37.7 องศาเซลเซียส ส่วนในพื้นที่ของ จ.ลำปาง ยังไม่มีรายงานฝนตกเข้ามาในพื้นที่เลย ถือว่า นานกว่า 10 วัน แล้วที่ฝนไม่ตก อย่างไรก็ตาม ยังคงต้องติดตามสภาพอากาศ ความร้อนระอุ ต่อเนื่องออกไปอีก ด้าน นายทิวา พันธ์ไม้สี หัวหน้าสถานีอุตุนิยมวิทยา จ.ลำปาง ออกมาประกาศเตือนประชาชนว่า จากสภาพอากาศที่ร้อนจัดช่วงนี้ อาจจะทำให้เกิดพายุลมกรรโชกแรง พายุลูกเห็บและฝนฟ้าคะนองได้ แจ้งเตือนประชาชนให้ระมัดระวัง

 

23/04 แพร่ เตือน!อย่านำน้ำในบ่อดิน ตำบลป่าแมต ไปรักษาโรค อาจมีสารปนเปื้อนที่อันตราย

ชาวจังหวัดแพร่นำภาชนะตักน้ำจากบ่อดิน ตำบลป่าแมต อำเภอเมืองแพร่ เพื่อไปบริโภค หลังจากเชื่อว่า สามารถรักษาโรคได้หลายชนิด ชาวบ้านคนหนึ่ง บอกว่า ที่ดินแปลงนี้เป็นของเอกชนที่ให้บริษัทรับเหมาก่อสร้างขุดดินไปสร้างถนนเมื่อรถตักดินออกไปได้ระดับหนึ่งได้มีน้ำใต้ดินผุดขึ้น และมีผู้อ้างว่า ได้ตักน้ำขึ้นมาดื่ม และ หายจากอาการปวดหลังทำให้ประชาชนเดินทางมาพิสูจน์จำนวนมาก ขณะที่นายวิชิต บุญกังวาน นายอำเภอเมืองแพร่ สั่งการให้กำนันผู้ใหญ่บ้าน และ เทศบาลตำบลป่าแมต เร่งทำความเข้าใจประชาชนว่า อย่านำน้ำในบ่อดินดังกล่าวไปรักษาโรคเพราะสาธารณสุขจังหวัดแพร่ ได้เข้ามาเก็บตัวอย่างน้ำไปตรวจว่ามีสารปนเปื้อนที่อาจเป็นอันตรายต่อร่างกายหรือไม่ซึ่งขณะนี้ยังไม่ทราบผล

 

ภูเขาไฟในเม็กซิโก ยังปะทุหนัก

ศูนย์ป้องกันภัยพิบัติแห่งชาติของเม็กซิโก ได้ยกระดับการเตือนภัยอันตรายจากภูเขาไฟ เป็นระดับ 3 แล้ว หลังภูเขาไฟ "โปโปคาเทเพลท์" ปะทุหนัก และพ่นกลุ่มควัน และเถ้าถ่านขึ้นไปในอากาศมาเป็นเวลาหลายวันแล้ว สร้างความวิตกกังวลให้กับชุมชนที่อาศัยอยู่ใกล้บริเวณภูเขาไฟ ซึ่งภูเขาไฟลูกนี้ ตั้งอยู่ระหว่างกรุงเม็กซิโก ซิตี้ กับเมืองพิวบลา ซึ่งคาดว่า จะส่งผลกระทบกับประชาชนจำนวน 25 ล้านคน ที่อยู่ในรัศมีของภูเขาไฟในระยะ 96.5 กิโลเมตร นอกจากนั้น ทางการเม็กซิโก ยังเกรงว่า เถ้าถ่านจากภูเขาไฟ อาจส่งผลกระทบต่อสนามบินในกรุงเม็กซิโก ซิตี้ ด้วย

อย่างไรก็ตาม ทางการเม็กซิโก ได้เตรียมพร้อมแผนอพยพประชาชน โดยการเตรียมเส้นทางอพยพ รถพยาบาล และศูนย์บรรเทาทุกข์ หากภูเขาไฟเกิดระเบิดครั้งใหญ่ขึ้น

 

จีนและรัสเซียเปิดการซ้อมรบทางทะเลร่วมกันเป็นวันแรก ท่ามกลางความตึงเครียดระหว่างจีนกับประเทศเพื่อนบ้าน

จีนและรัสเซียเปิดการซ้อมรบเป็นเวลา 6 วันในทะเลเหลือง นอกชายฝั่งเมืองชิงเต่า มณฑลชานตง ทางฝั่งตะวันออกของจีน โดยใช้ชื่อรหัส Maritime Cooperation 2012 เน้นการป้องกันทางอากาศ การต่อต้านเรือดำน้ำ การค้นหาและกู้ภัย รวมทั้งการต่อต้านการก่อการร้าย โดยจีนส่งเรือเข้าร่วมซ้อมรบ 16 ลำ และเรือดำน้ำอีก 2 ลำ ใช้กำลังทหารมากกว่า 4,000 นาย ขณะที่รัสเซียส่งเรือรบ 4 ลำ เรือเสบียง 3 ลำ และเครื่องบินอีกจำนวนหนึ่งเข้าร่วมซ้อม

จีนเคยเป็นลูกค้าสำคัญที่ซื้ออาวุธจากอดีตสหภาพโซเวียต แต่ในระยะหลังได้มีการพัฒนาอาวุธของตัวเองให้ทันสมัยขึ้น และพึ่งพาอาวุธของรัสเซียน้อยลง สองประเทศเคยร่วมซ้อมรบกันมา 4 ครั้งนับตั้งแต่ปี 2548 บางครั้งมีประเทศอื่นเข้าร่วมด้วย แต่ครั้งนี้เป็นครั้งแรกที่เน้นการซ้อมรบทางทะเล และมีขึ้นขณะที่จีนกำลังทุ่มงบด้านกลาโหมเพิ่มขึ้น และรุกคืบอ้างสิทธิ์เหนือดินแดนที่มีข้อพิพาทกับเพื่อนบ้านหลายชาติในทะเลจีนตะวันออกและทะเลจีนใต้ ซึ่งเชื่อว่าเป็นแหล่งน้ำมันและก๊าซธรรมชาติ รวมทั้งเส้นทางขนส่งสินค้าสำคัญของโลก เป็นที่คาดว่า การซ้อมรบครั้งนี้จะสร้างความหนักใจให้เพื่อนบ้านหลายชาติ รวมถึงฟิลิปปินส์ที่เพิ่งจัดการซ้อมรบทางเรือประจำปีร่วมกับสหรัฐฯ ไปเมื่อสัปดาห์ที่ผ่านมา

วันนี้ภาคเหนือจะร้อนมากเป็นพิเศษ

หย่อมความกดอากาศต่ำเนื่องจากความร้อนปกคลุมประเทศไทยตอนบน ประกอบกับลมใต้พัดนำความชื้นจากอ่าวไทยเข้าปกคลุมบริเวณดังกล่าว ทำให้ประเทศไทยตอนบนมีอากาศร้อนถึงร้อนจัด กับมีฝนฟ้าคะนองกับลมกระโชกแรงบางแห่งถึงเป็นแห่งๆ จึงขอให้ประชาชนดูแลรักษาสุขภาพเนื่องจากอากาศร้อน และระวังอันตรายจากฝนฟ้าคะนองไว้ด้วย สำหรับ ทะเลอันดามันและภาคใต้มีลมตะวันตกเฉียงใต้พัดปกคลุม ทำให้ภาคใต้มีฝนหนาแน่นและมีฝนตกหนักบางพื้นที่ในระยะนี้

พบซากปลาพยูนตั้งท้องถูกยิง เกยหาดน้ำริน


ระยอง- ซากปลาพยูนเพศเมียอายุกว่า 30 ปี ความยาว 3 เมตรเศษตายเกยหาดน้ำริน บริเวณถูกเชือกมัดติดขอนไม้ ใต้ท้องพบคล้ายรูกระสุนปืน เขี้ยวถูกตัดหายไป รวมทั้งลิ้นก็ถูกตัด
เมษายน นายภุชงค์ สฤษฎีชัยกุล ผอ.ศูนย์อนุรักษ์ทรัพยากรทางทะเลและชายฝั่งที่ 1 จ.ระยอง เปิดเผยว่าได้รับแจ้งจากนายพิสิทธิ์ บุญเจริญ อายุ 40 ปี ประธานกลุ่มประมงเรือเล็กบ้านพยูน อ.บ้านฉาง จ.ระยอง พบปลาพยูนขนาดใหญ่ตายเกยหาดน้ำริน หมู่ 4 ต.บ้านฉาง จึงพร้อมด้วยน.ส.ชลาทิพ จันทร์ชมพู และน.ส.ลักขณา หมั่นเขตกิจ นักวิชาการประมงปฏิบัติงาน น.ส.นงนุช ศิลปะสาร นายชาติชาย เพ็ญเพียร เจ้าพนักงานประมงปฏิบัติงานและ นายวิสารท์ ตระกูลรังสิ นายสัตวแพทย์ จากศูนย์วิจัยทรัพยากรทางทะเลและชายฝั่งอ่าวไทยฝั่งตะวันออก เดินทางไปตรวจสอบที่เกิดเหตุ
ในที่เกิดเหตุพบซากปลาพยูนเพศเมีย อายุกว่า 30 ปี มีความยาว 3.10 เมตร ลำตัวกว้าง 75 ซม.นอนตายเกยหาดน้ำริน ที่บริเวณมีเชือกผูกติดกับขอนไม้จากการตรวจสอบเบื้องต้น บริเวณอวัยวะเพศมีบาดแผลขนาดใหญ่ จากการตรวจสอบคาดว่าปลาพยูนอาจตั้งท้อง อ่อนๆ บริเวณใต้ท้องมีรูกลม คล้ายถูกกระสุนปืน บริเวณหัวมีรอยบาดแผลจากการตรวจสอบภายในปากพบว่าเขี้ยวปลาพยูนถูกตัดหายไป และพบชิ้นส่วนลิ้นถูกตัดชิ้นเดียวกัน นักวิชาการศูนย์วิจัยฯและนายสัตวแพทย์ กล่าวว่าต้องนำซากปลาพยูนไปผ่าตรวจพิสูจน์ หาหัวกระสุนปืนให้แน่ชัดที่ศูนย์วิจัยฯบริเวณอ่าวมะขามป้อม บ้านกร่ำ อ.แกลง เพื่อดำเนินการต่อไป
นายภุชงค์ สฤษฎีชัยกุล ผอ.ทรัพยากรทางทะเลและชายฝั่งที่ 1 จ.ระยอง กล่าวว่าสภาพซากปลาพยูนคาดว่าตั้งท้องอ่อนๆเนื่องจากลักษณะของเต้านมบวมเป่ง คาดว่าปลาพยูนเข้ามาหาหญ้าทะเลกินเป็นอาหารเนื่องจากสภาพทะเลจุดบริเวณระหว่างหินโค่งกับจุดหินสองพี่น้อง อยู่ห่างจากฝั่งประมาณ 2 กม.เป็นแหล่งหญ้าทะเลตลอดแนว ส่วนสาเหตุการตายต้องรอนักวิชาการศูนย์วิจัยฯผ่าพิสูจน์ตรวจสอบให้แน่ชัดอีกครั้งหนึ่ง
