อยู่ทางใต้ของญี่ปุ่นนี่น่ากลัวมั้ยคะ ตอนนี้กลัวอยู่อย่างเดียว ว่ามันจะมุดลงไปแบบไม่ทันตั้งตัวหน่ะค่ะ ยังต้องอยู่อีกเป็นปีเลยค่ะ

แผ่นดินไหว 5.6 ริคเตอร์ เขย่าประจวบคีรีขันธ์ซ้ำจุดเดิมเมื่อ 10 วันก่อน ประชาชนผวาสึนามิโทรถามข้อมูลวุ่น พบฐานโบสถ์วัดที่ชะอำร้าว ผู้ว่าฯ สั่งนายอำเภอตรวจโครงสร้างอาคารสูงรับมือ ด้าน ปธ.ชมรมท่องเที่ยวอัดรัฐข้อมูลเตือนภัยล่าช้า
เมื่อเวลาประมาณ 04.15 น. วันที่ 8 ตุลาคม เกิดเหตุแผ่นดินไหวรู้สึกได้ที่ จ.ประจวบคีรีขันธ์ ซึ่งเป็นจุดเดียวกับที่เกิดเหตุแผ่นดินไหว 4.8 ริคเตอร์ในรอบ 50 ปี ไปเมื่อวันที่ 28 กันยายน ที่ผ่านมา แผ่นดินไหวดังกล่าวทำให้ประชาชนต่างเกรงว่าจะเกิดคลื่นสึนามิขึ้น
ผู้สื่อข่าวรายงานว่า ช่วงเช้ามืดหลังเกิดเหตุแผ่นดินไหว ประชาชนทั่วไปและผู้ที่อาศัยอยู่ในคอนโดมิเนียมและอาคารสูงหลายแห่งบริเวณริมชายทะเลหัวหินและชะอำ ต่างเริ่มรู้สึกกลัวเพราะเกิดแผ่นดินไหวถี่และรุนแรงขึ้น นักท่องเที่ยวทั้งชาวไทยและชาวต่างชาติที่มาพักผ่อนอยู่ที่หัวหินและชะอำซึ่งเข้าพักตามโรงแรมต่างๆ ทราบเมื่อช่วงสายวันที่ 8 ตุลาคม แต่ไม่มีรายงานว่ามีนักท่องเที่ยวคืนห้องพักแต่อย่างใด
นายสุทีพ แก้วศรชัย หัวหน้าสถานีอุตุนิยมวิทยาหัวหิน กล่าวว่า ช่วงที่เกิดแผ่นดินไหวตนเข้าเวรอยู่ที่ศูนย์ ยอมรับว่ามีการสั่นไหวแรงจริง แผ่นดินไหวครั้งนี้วัดได้ 5.6 ริคเตอร์ ซ้ำแนวรอยเลื่อนเดิม คือ รอยเลื่อนระนอง โดยศูนย์กลางยังคงอยู่ในประเทศพม่า ละติจูดที่ 12.02 องศาเหนือ ลองจิจูด 99.178 องศาตะวันออก มีระยะห่างจาก จ.ประจวบคีรีขันธ์ ไปทางทิศตะวันตกประมาณ 70 กม. ทำให้พื้นที่ตั้งแต่ อ.เมือง อ.กุยบุรี อ.สามร้อยยอด อ.ปราณบุรี อ.หัวหิน และ อ.ชะอำ รู้สึกถึงแรงแผ่นดินไหวได้
"หลังเกิดแผ่นไหวขึ้น มีประชาชนและเจ้าของอาคารสูงในพื้นที่ต่างๆ สอบถามข้อมูลเข้ามาเป็นจำนวนมาก ซึ่งแจ้งไปว่าไม่ต้องหวาดกลัว หรือตื่นตระหนกว่าจะเกิดคลื่นสึนามิ เพราะเป็นแผ่นดินไหวบนบกเท่านั้น" นายสุทีพ ระบุ
นายทิวา ศุภจรรยา ผู้อำนวยการสถาบันถิ่นฐานไทย จ.ประจวบคีรีขันธ์ กล่าวว่า สถานการณ์แผ่นดินไหวที่เกิดขึ้นอย่างต่อเนื่อง ตั้งแต่วันที่ 27-28 กันยายน จำนวน 5 ครั้ง ความแรงสูงสุด 5.1 ริคเตอร์ และครั้งล่าสุดนี้ เมื่อเวลา 04.17 น. วันที่ 8 ตุลาคม ความแรง 5.6 ริคเตอร์ และมีอาฟเตอร์ช็อกในเวลา 07.08 น. วันที่ 8 ตุลาคม ห่างจาก อ.เมือง จ.ประจวบคีรีขันธ์ ไปทางทิศตะวันตก 70 กม. ในประเทศพม่า
อย่างไรก็ตาม ถือเป็นเรื่องปกติที่เกิดขึ้นอย่างต่อเนื่องตั้งแต่ในอดีตนับล้านปี ไม่มีสัญญาณบ่งชี้ที่ทำให้เกิดความหวั่นวิตก เพราะผลจากการสำรวจความเคลื่อนไหวของเปลือกโลก หรือการศึกษาทางธรณีวิทยา พบว่า เหตุจากแผ่นดินไหวที่ต่อเนื่องเป็นเวลายาวนานในอดีต ส่งผลให้แม่น้ำหลายสายในฝั่งพม่า ตรงข้ามกับ อ.เมือง จ.ประจวบคีรีขันธ์ บริเวณจุดศูนย์กลางแผ่นดินไหวเปลี่ยนทิศทาง แต่ปัญหานี้ไม่เคยเกิดความรุนแรงในประเทศไทย
นายประเสริฐ ชัยยะศิริสุวรรณ นักธุรกิจชาวหัวหิน ที่พักผ่อนอยู่บนชั้น 8 คอนโดภายในหมู่บ้านเขาตะเกียบ กล่าวว่า เวลาประมาณตี 4 เศษ รู้สึกห้องพักสั่นอย่างหนัก ขณะนั้นตนกำลังอ่านหนังสือและดูทีวีอยู่ในห้องพักโดยภรรยาหลับไปแล้ว ขณะเกิดเหตุแผ่นดินไหวกรอบรูปที่แขวนอยู่ที่ฝาผนังสั่นไปมา รวมทั้งประตูห้องด้วย จึงปลุกภรรยา เมื่อภรรยาตื่นขึ้นมาก็ยังสามารถรับรู้ได้เช่นกัน
"แผ่นดินไหวครั้งนี้หนักกว่าครั้งที่แล้ว รู้สึกกลัวเหมือนกัน เพราะไม่ค่อยเจอแบบนี้บ่อยนัก ซึ่งทราบว่าวัดระดับได้ถึง 5.6 ริคเตอร์ ยิ่งทำให้รู้สึกถึงความถี่ที่เกิดขึ้นในรอบ 12 วัน ตอนนี้มองว่าหากครั้งต่อไปเกิดขึ้นมาอีกและมีความแรงมากกว่านี้ คงต้องมองหาที่อยู่อาศัยเป็นบ้านชั้นเดียว หรือสองชั้นสำรองไว้น่าจะดีกว่า"
นายประเสริฐ กล่าวว่า เหตุการณ์แผ่นดินไหวที่เกิดขึ้นใน จ.ประจวบคีรีขันธ์ โดยเฉพาะที่หัวหิน ต้องถือว่าเป็นเรื่องสำคัญที่หน่วยงานต่างๆ ต้องมีความพร้อมรับมือ เพราะไม่สามารถบอกได้ว่าจะเกิดและรุนแรงไปมากกว่านี้หรือไม่
เช่นเดียวกับ นายนิคม ดวงแจ่มใส ชาวบ้านหัวหิน อาศัยอยู่ในพื้นที่หัวหินด้านทิศตะวันตก กล่าวว่า ขณะเกิดเหตุตกใจมาก เพราะช่วงที่เกิดเหตุแผ่นดินไหวนอนหลับอยู่ ยังสามารถรับรู้แรงสั่นสะเทือนได้อย่างชัดเจน เพราะเป็นบ้านปูนชั้นเดียว ช่วงที่เกิดขึ้นนั้นหลังคาและตัวบ้านสั่นเหมือนมีใครมาจับบ้านเขย่า
ฐานโบสถ์ที่ชะอำแตกร้าว
นายทองคำ อู่เงิน สมาชิกองค์การบริหารส่วนตำบล (อบต.) บางเก่า อ.ชะอำ จ.เพชรบุรี กล่าวว่า จากเหตุแผ่นดินไหวดังกล่าวสร้างเสียหายแตกร้าวแก่ฐานของพระอุโบสถรูปเรือสำเภา วัดโตนดหลวง หมู่ 9 ต.บางเก่า ซึ่งตนและชาวบ้านไปทำบุญเนื่องในวันออกพรรษา พระที่จำวัดอยู่ก็ชี้ให้ดูว่ามีรอยร้าวที่ตัวเรือสำเภาบริเวณฐานพระอุโบสถ
นอกจากนั้น ยังมีลูกกรงแก้วบันไดแตก ฐานพระประธานแตกร้าว และป้ายงานปิดทองกระเด็นตกลงมา ซึ่งวัดแห่งนี้อยู่ห่างจากฝั่งทะเลเพียง 200 เมตร ส่วนโบสถ์ก็สร้างมาตั้งแต่ปี 2537
ผู้ว่าฯ สั่งตรวจโครงสร้างตึกสูง
นายกิตติพงษ์ สุนานันท์ ผู้ว่าฯ ประจวบคีรีขันธ์ กล่าวยอมรับว่า ขณะพักผ่อนอยู่ที่จวนผู้ว่าราชการจังหวัดรับรู้ถึงแรงสั่นสะเทือนจากเหตุแผ่นดินไหว ซึ่งถือว่ารุนแรงกว่าทุกครั้งที่ผ่านมา แต่ยังไม่ได้รับรายงานบ้านเรือนที่ได้รับความเสียหาย ซึ่งถือว่าแปลก เพราะตามหลักวิชาการแผ่นดินไหวเกิน 5.5 ริคเตอร์จะทำให้เกิดความเสียหาย แต่เชื่อว่าจุดเกิดเหตุในพม่ากับไทยมีเทือกเขาตะนาวศรีขวางกั้นเป็นแนวยาว ทำให้มีการดูดซับความรุนแรงเอาไว้ได้ เชื่อว่าปัญหาแผ่นดินไหวจะเกิดขึ้นอย่างต่อเนื่องจากเปลือกโลกบริเวณรอยเลื่อนระนองมีความเปลี่ยนแปลง
"ผมสั่งการไปแล้วให้นายอำเภอหัวหิน นายอำเภอปราณบุรี นายกเทศมนตรีเทศบาลเมืองหัวหินไปทำความเข้าใจกับผู้ประกอบการโรงแรม คอนโดมิเนียมเป็นรายบุคคล ให้ไปคุยกับผู้ประกอบการเฝ้าระวังปัญหาด้านวิศวกรรม เรื่องโครงสร้างของตึก การแจ้งเตือนผู้อาศัยก่อน หรือหลังเกิดเหตุอย่างทันท่วงที ให้ประสานกับกรมทรัพยากรธรณี สำนักงานป้องกันและบรรเทาสาธารณภัยอย่างใกล้ชิด ที่สำคัญการแจ้งเตือนอย่าทำให้ผู้คน หรือนักท่องเที่ยวแตกตื่น แต่คงยากที่จะแจ้งเตือนก่อนเกิดเหตุแผ่นดินไหว แต่ถ้ามีครั้งแรกให้ระวังอาฟเตอร์ช็อกตามมา" นายกิตติพงษ์ กล่าว
ผู้สื่อข่าวรายงานว่า นายศิรพันธ์ กมลปราโมทย์ นายกเทศมนตรีเทศบาลเมืองหัวหินสั่งการให้เจ้าหน้าที่งานป้องกันและบรรเทาสาธารณภัย เทศบาลเมืองหัวหิน ออกตรวจสอบความเสียหาย ซึ่งยังไม่มีรายงานความเสียหายที่เกิดจากแผ่นดินไหว พร้อมแจ้งประชาชนผ่านเสียงตามสายและคลื่นวิทยุชุมชนในพื้นที่ให้รับทราบ และเปิดโทรศัพท์สายด่วนให้ประชาชนโทรแจ้งความเสียหายเข้ามาได้ที่หมายเลข

ด้านนายอรรณพ เพ็ชรวิเศษ ผอ.หน่วยป้องกันและบรรเทาสาธารณภัย เขต 4 กล่าวว่า ส่งเจ้าหน้าที่ออกไปตรวจสอบบริเวณอำเภอต่างๆ และเทือกเขาสามร้อยยอดว่ามีหินร่วงลงมาจากภูเขาหรือไม่ เบื้องต้นได้รายงานให้ นายกิตติพงษ์ ผู้ว่าราชการจังหวัด รับทราบ และยังไม่พบความเสียหายของบ้านเรือนประชาชนแต่อย่างใด
นายนิพนธ์ สุวรรณนาวา ที่ปรึกษาหอการค้าจังหวัดประจวบคีรีขันธ์ กล่าวว่า สถานการณ์นี้ไม่ส่งผลกระทบต่อการท่องเที่ยวโดยรวม เนื่องจากนักท่องเที่ยวชาวต่างชาติเข้าใจสภาวะของแผ่นดินไหว ส่วนการป้องกันเหตุแตกตื่นในตึกสูงที่มีผู้คนอาศัยอยู่เป็นจำนวนมาก เช่น โรงแรม คอนโดมิเนียม โรงพยาบาล ควรติดป้ายเตือนให้ประชาชนทั่วไปรู้จักป้องกันตัวเอง
"ในการประชุมประจำเดือนระดับจังหวัด จะเสนอให้ผู้เกี่ยวข้องของรัฐซ้อมแผนป้องกันเหตุ เพื่อป้องกันความเสียหายในอนาคต" นายนิพนธ์ ระบุ
จวกระบบเตือนภัยรัฐห่วย
นายปัญจะ ศรีทรงผล ประธานชมรมการท่องเที่ยวปราณบุรี-สามร้อยยอด ยอมรับว่า เคยพูดไปแล้วว่าการเตรียมความพร้อมของหน่วยงานภาครัฐ หรือองค์กรปกครองส่วนท้องถิ่นต้องมี โดยเฉพาะทำอย่างไรเมื่อเกิดเหตุแผ่นดินไหวกลางดึก เป็นช่วงที่ชาวบ้านและนักท่องเที่ยวพักผ่อน พอเกิดแล้วภาครัฐต้องสามารถแจ้งเตือนให้ทราบได้ทันทีว่าเกิดที่บริเวณใด แรงสั่นสะเทือนเท่าไร และจะมีผลกระทบมากน้อยขนาดไหน
"นี่อะไร กว่าจะแจ้งเตือนก็ตอนสายของวันที่ 8 ตุลาคม วันนี้จึงน่าจะพูดได้ว่าระบบที่เกี่ยวกับการแจ้งข้อมูลข่าวสารเรื่องของภัยธรรมชาติภาครัฐต้องปรับปรุง นี่ก็ยังไม่รู้อีกเหมือนกันว่าจะเกิดอีกหรือไม่ ซึ่งหากเกิดและหนัก มาตรการของภาครัฐมีอะไรรับรองในเรื่องการช่วยเหลือและดูแลความปลอดภัย ไม่อยากให้วัวหายแล้วมาล้อมคอก" นายปัญจะ กล่าว
ขณะที่ น.ส.ประภัสสร รังสิโรจน์ ประธานชมรมเรารักษ์สามร้อยยอด เจ้าของสามร้อยยอดฮอลิเดย์ รีสอร์ท ตั้งอยู่ริมหาดสามร้อยยอด กล่าวว่า นักท่องเที่ยวที่มาพักผ่อนส่วนใหญ่ไม่แตกตื่น เพราะยังไม่ทราบว่าเกิดเหตุแผ่นดินไหว ส่วนรีสอร์ทในพื้นที่ก็ไม่พบว่ามีรีสอร์ท หรือโรงแรมไหนได้รับความเสียหาย ส่วนเรื่องหินบนภูเขาจะร่วงลงมาก็ไม่น่ามีปัญหาเพราะอยู่ห่างไกลมาก สิ่งที่ภาครัฐต้องเร่งดำเนินการก็คือ หลังเกิดเหตุการณ์ขึ้นไม่มีการแจ้งข้อมูลข่าวสารผ่านทางสถานีโทรทัศน์อย่างที่เคยพูดกันไว้ ยอมรับว่าการประชาสัมพันธ์ช้ามาก ซึ่งตอนที่แผ่นดินไหวตื่นขึ้นมาเปิดทีวีก็ไม่เห็นมีอะไร เรื่องนี้ภาครัฐต้องฉับไวและต้องมีการพัฒนา เพราะอย่าลืมว่าเมื่อเกิดขึ้นแล้วประชาชนก็ต้องการรับรู้ข้อมูลข่าวสารเร็วที่สุด เพราะทุกคนถือว่าเป็นเรื่องของความปลอดภัย

he highest in the sequence occurred at 5:45 p.m. on Sat., April 16. It was a magnitude 4.6, followed 10 minutes later by a 4.1. “Although the earthquake rate has waxed and waned through time, the number of recorded events is very high,” Graham Kent, director of the seismological lab at the University of Nevada, Reno said.

In total, this sequence has thus far produced nine magnitude 4 or larger earthquakes near Hawthorne, and about 25 earthquakes larger than magnitude 3.0. A handful of earthquakes were also detected in this area in mid-March, including a magnitude 3.2 on March 15. When compared to the Mogul-Somerset sequence in Reno, Nev. in spring of 2008, rates of magnitude 3 and 4 earthquakes are much higher for the Hawthorne event. For example, throughout 2008 only four magnitude 4 events, including the largest earthquake magnitude 4.7, were registered. A total of 44 magnitude 3.0 or larger earthquakes were seen across all of 2008 in Mogul-Somerset, whereas the Hawthorne swarm has achieved over half this amount in less than one week, and nearly double the number of larger, magnitude 4-plus events.

The quakes are located in the mountains about nine miles southwest of the town of Hawthorne. This town, with a population of 3,200, is about 100 miles southeast of Reno and 70 miles south of Fallon along Highway 95. Residents have felt much of the shaking but damage has been minor. To better monitor the evolving swarm, members from the Nevada Seismological Laboratory, working with the Nevada Division of Emergency Management, have deployed additional seismometers around this sequence to upgrade earthquake locations and, in particular, the depth of earthquake initiation. “A shallower depth would have the potential for greater damage to buildingsin the area,” Kent said. “The more information we have about this swarm, and more accurately know the magnitude and the depth, the better emergency services can prepare and respond. Given the occurrence of volcanic activity in the region during the past 10,000 years, seismologists will also be looking for signs of tremor in case there is a magmatic origin to this sequence. Evidence thus far points to a tectonic origin, but all scenarios must be investigated.” Communication equipment for the seismic monitoring network was snowbound atop TV Hill outside of Hawthorne, so the road was cleared of snow to enable a rapid response to this event. A broadband seismometer was placed on the mountaintop Sunday and several additional seismic stations will be deployed surrounding this swarm over the next several days. “Ongoing activity near Hawthorne is a reminder to all Nevada citizens to be earthquake prepared, since this level of activity – grerater – can occur anywhere in our state,” Kent said. “In the event of an earthquake, everyone should remember to drop, cover and hold on. It’s important to have a family plan, food and water supply for several days.” Nevada will also participate in the 2nd Great Nevada ShakeOut drill on at 10:20 a.m. on October 20. Last fall, nearly 116,000 Nevadan's took part in the inaugural exercise.
