In addition to previous reports that governments are accelerating preparedness plans across the globe, Russia Today reports that 5000 new bomb shelters are being constructed in the capitol city of Moscow.

In 2006 the European Union rapidly drew up and deployed plans to build a "Doomsday Seed Vault" to store millions of seeds from countries around the world in case of a catastrophic event. Previous reports suggest that the US Government Is Preparing For Unlikely Events Like War, Catastrophic Collapse of Society, and Even Asteroids. Among the preparations, the US government, like Russia, is building underground bunkers and military bases. The U.S. is reportedly building these bunkers so rapidly, and on such a large scale, that private contractors are unable to acquire materials to build bunkers for individual clients. Exclusive: White House privately plots 2012 campaign run

President Barack Obama’s top advisers are quietly laying the groundwork for the 2012 reelection campaign, which is likely to be run out of Chicago and managed by White House deputy chief of staff Jim Messina , according to Democrats familiar with the discussions.

For now, the planning consists entirely of private conversations, with Obama aides at all levels indulging occasionally in closed-door 2012 discussions while focusing ferociously on the midterm elections and health care reform, the Democratic sources said. “The gathering storm is the 2010 elections,” one top official said.

But the sources said Obama has given every sign of planning to run again and wants the next campaign to resemble the highly successful 2008 effort.

David Axelrod, White House senior adviser, may leave the West Wing to rejoin his family in Chicago and reprise his role as Obama’s muse, overseeing the campaign’s tone, themes, messages and advertising, the sources said.

David Plouffe, the Obama for America campaign manager, described by one friend as "the father of all this," will be a central player in the reelect, perhaps as an outside adviser.

"The conversations are beginning, but decisions haven't been made," a top official said. "If you look at David Plouffe's stepped-up level of activity with the political organization [as an outside adviser on the 2010 races], that is obviously the beginning of the process."

Anita Dunn, former White House communications director, will be intimately involved, too. Brad Woodhouse, the Democratic National Committee’s communications director, enjoys rising stock and would be a logical choice to be communications director for the reelection campaign, the sources said.

White House press secretary Robert Gibbs, White House communications director Dan Pfeiffer and senior adviser Valerie Jarrett are likely to remain at the president’s side in Washington, while exercising major influence over the campaign. Pfeiffer, communications director of the last campaign and always a trusted insider, has a higher public profile every day.

Other central figures are likely to be DNC Executive Director Jennifer O'Malley Dillon; her husband, Patrick Dillon, who is deputy White House political director and is likely to bring his extensive gubernatorial contacts to Chicago; Mitch Stewart, executive director of the DNC's Organizing for America; Jon Carson, national field director of Obama for America; and White House political director Patrick Gaspard.

The DNC sees Republican challengers ramping up earlier than ever and has decided to begin defining potential opponents early. Operatives are already assembling research and drafting unflattering narratives to push about the leading possible 2012 candidates.

Even though the planning is still very preliminary, the campaign is likely to launch in just over a year. President Bill Clinton opened his second presidential campaign in the March after his first midterm congressional elections, and President George W. Bush opened Bush-Cheney '04 a month later in the political cycle.

The fiscal 2012 budget request advanced by the White House in February would basically hold the line on spending at the Department of Homeland Security (DHS). DHS would see an overall increase of 1.5 percent compared to an optimistic estimate of fiscal 2011 spending levels, and many components would see bigger increases than that might indicate.

But not the Federal Emergency Management Agency (FEMA). While US Customs and Border Protection (CBP) staggers ahead at 2.5 percent and the US Secret Service sprints forward at about 13 percent, FEMA steps back 4.6 percent.

The proposed decreases to FEMA have left emergency management professionals and elected officials wondering if the agency would be able to respond to a major disaster like a significant hurricane under the tightened budget.

"Over the past decade significant enhancements have been made at all levels of government to address the risks and hazards that face communities and states,” noted Trina Sheets, executive director of the National Emergency Management Association. "Upon initial review, the president's fiscal 2012 budget request appears somewhat sufficient to sustain current capabilities— in the absence of a catastrophic disaster.”

"State emergency management agencies understand the need for controlled spending because they operate under tight fiscal constraints on an annual basis," Sheets told Homeland Security Today. "They currently face severe and across-the-board budget cuts in areas beyond those supported by federal funds. Despite these challenges, emergency management professionals continue to leverage limited dollars in order to provide for the safety and well-being of citizens."

The fiscal 2012 budget would allocate $57 billion dollars in total funding to DHS, including both appropriations and user fees. The department's net discretionary funding request is $43.2 billion. FEMA would receive $6.8 billion—a potential loss of about 4.6 percent in funding as compared to estimated levels for the current fiscal year, as of press time.

Administrative costs

Outside of grants, the cuts hit FEMA management and administration proportionally the hardest since that account would lose 9.7 percent, or about $88 million.

"Some of that reduction reflects efficiencies that we've been able to find and in terms of reduced spending on travel, equipment, increased reliance upon technology to find efficiencies within the agency," explained a senior DHS official on background during a conference call with reporters Feb. 14.

"Part of it also is program changes, as well, or program reductions. So under this tight fiscal environment we were forced to make some tradeoff decisions, some tough tradeoffs in terms of reducing programs," the official added.

DHS undertook 33 efficiency review initiatives in recent years, resulting in more than $800 million in savings throughout the department, which was reflected in the 2012 budget proposal, noted Peggy Sherry, DHS deputy chief financial officer.

"Savings were realized through efficiencies in acquisition, asset and real property management, as well as employee vetting, credentialing, hiring and on-boarding and information technology, and we cut professional services contracts, travel and non-mission-critical training," Sherry stated.

In FEMA management and administration, for example, the budget would reduce business systems funding from about $20 million to roughly $13 million. Those systems support programs for acquisitions, financing and human capital. But FEMA has been building its business systems up for the past several years, enabling it to switch from introducing new systems to maintaining their present state.

Also facing cuts are FEMA flood hazard mapping and risk analysis, which would lose about $117 million compared to fiscal 2011, and the Integrated Public Alert and Warning System, which would get $4 million less.

FEMA originally planned to expand some of its facilities in fiscal 2012 to give it more immediate operating space, but those plans have been put on hold. Perhaps most significantly, DHS will delay the construction of the new FEMA headquarters on the St. Elizabeth's campus in Washington, DC, saving additional funds in fiscal 2012.

The delay of the new FEMA headquarters also delays FEMA's capabilities to work more efficiently with the Coast Guard and other DHS elements in a centralized location, putting off the promise of the optimization found in a physically unified department, which currently is spread throughout the metropolitan area of Washington, DC.

Grants funding

As for grants, the White House seeks to condense and eliminate quite a few programs, as it attempted to do in its disregarded fiscal 2011 budget proposal. The fiscal 2012 budget would eliminate the Emergency Operations Center Grant program on the basis that states can fund its activities through the Emergency Management Performance Grant program.

The budget also would consolidate the Metropolitan Medical Response System, the Citizen Corps program, the Driver's License Security program, the Interoperable Emergency Communications Grant program and the Regional Catastrophic Preparedness Grant program under the general State Homeland Security Grant program.

While the fiscal 2012 budget would cut overall grants funding a bit, knocking it down to $3.8 billion, officials emphasized the positive aspects of the impact of those grants. The Assistance to Firefighters Grants would receive $420 million, for example, enabling local communities to rehire about 2,300 firefighters who have been laid off in recent tough economic times.

Sen. Joseph Lieberman (I-Conn.) criticized the proposal to cut the FEMA operating budget by 10 percent, noting that the loss of $88 million in FEMA management and administration would "likely impede its steady progress toward becoming an agency capable of responding to catastrophes.

"And while I appreciate the urgency for budget restraint, I am disappointed in the administration’s proposed 17 percent, or $140 million, cut to fire grants that help train, equip and hire firefighters and emergency medical personnel," Lieberman said in a Feb. 14 statement. "I am also troubled by the administration's proposal to eliminate the Metropolitan Medical Response System, which is critical to preparedness for medical surge in large-scale disasters."

Disaster relief

The White House also proposed funding the FEMA Disaster Relief Fund (DRF) with only $1.8 billion, although the fund has consistently required much more money for some time. DHS defended the budget request, saying that it reflected the five-year non-catastrophic average, minus recovery costs but plus carryover funds. The DRF request deliberately does not anticipate funds for catastrophic activity, which means any disaster where costs exceed $500 million.

As of press time, House Republicans sought to fund the fiscal 2011 DRF with $3.2 billion in their fiscal 2011 continuing resolution, introduced Feb. 11, to cover the costs of existing and projected disaster relief for the remainder of the year.

Sen. Mary Landrieu (D-La.), the chair of the Senate Appropriations Committee, argued that these levels simply aren't enough to meet current commitments.

"FEMA estimates that there are still over $6 billion of outstanding bills from Hurricanes Katrina, Rita, Wilma, Ike and Gustav and the Midwest and Tennessee floods that will need to be paid out in the next few years," Landrieu said in a Feb. 15 statement urging an emergency appropriation to augment the fund. "It will undermine the ability of the Department of Homeland Security to secure the nation if its programs are cut to pay for past disasters. I urge the White House to make this emergency funding request for the DRF, so that we can help communities recover and rebuild from disasters, without leaving us less prepared for those that will strike in the future."

Landrieu lamented that the DHS budget proposal of $1.8 billion for the DRF in fiscal 2012 would not be enough.

"Last year, FEMA was forced to stop making payments for over five months to my state and states across the nation for recovery efforts from past disasters," Landrieu said. "In addition to the $1.565 billion that is necessary to continue disaster recovery this year, FEMA estimates that $6 billion will be required in FY 2012-2014 to pay for the recovery costs of past catastrophic disasters. Such funding simply cannot be accommodated within the existing budget of the Department of Homeland Security."

Analysis

FEMA not only has to be prepared for the next disaster, but it has many reforms it is still carrying out under the Post-Katrina Emergency Management Reform Act (Public Law 109-295). Experts have warned that FEMA must keep pressure on fulfilling those mandates, lest they lapse, as was the case with the agency's loss of its lessons-learned database and its inability to conduct after-action reviews after every disaster.
